Netbooks are designed to be ultra-small, lightweight and portable. To achieve this manufacturers generally remove certain features you would expect to find in a notebook such as an optical drive (i.e. CD/DVD drive). They also have significantly smaller screens and generally carry a much higher battery life than a standard notebook.
