Whilst this cooler would be okay to use on a lower spec AM4 processor, I'd recommend a AIO liquid cooler for any 1700/1700X/1800 build. I disagree with previous answer, unless you're going to overclock. The Ryzen 7 1700X has a 95W TDP, so most air coolers would be fine; and if this cooler has a 130W TDP, it should even be sufficient for light overclocking as long as your case is well ventilated.

Yes, this will work fine but as you as using AMD, they run quite hot so you may want to consider a larger fan and heat-sink or water cooling.

Yes it would fit in that case and the noise ranges from 17 - 30 dBA. Anything below 20 dBA is silent and 30 dBA will bve when your cpu is at full load but games will not make your cpu go to full load. -AdamR
