Q: Can I mount a fan to the top of the case ?. As it looks like it can take a 120mm

No, it has a vent at the top but no mounting holes to fit a fan.

Q: Does this have a PSU shroud? The pictures don't show one but I have seen videos with one?

You may be thinking of the Cylon, which does have a PSU shroud. This is the Cylon Mini (which only supports up to MicroATX motherboards) which does not have a shroud.
